Buy some cleaned play sand from a hardware store or a nursery. Try using food colouring – pour some sand into old containers and pour food colouring over. Then carefully pour off the excess food colouring and leave the sand to dry. I used to do this when I worked at a preschool.

Just add food coloring and mix it up.
Mix clean white sand with powdered tempera paint.
